2022年6月–アフリカ開発銀行（AfDB）は、2022年4月から5月にかけてアフリカ各地からの第二期生のJADS奨学金による留学生10人、および5月に第三期生となる2人が来日したことを発表しました。今回来日したJADS第二期の留学生たちは2019年末からの新型コロナウイルスの流行の影響をうけ、来日が延期されており、時差のある中でオンライン授業を受けてきました。時差のあるゼミや実験への積極的な参加は難しいため、来日を何度か予定しましたが、日本の緊急事態宣や変異株の流行などにより、延期を余儀なくされ、今回、状況の改善をまって来日が実現しました。来日した学生の出身地は、2期と3期を合わせて、エチオピア1名、ガーナ2名、ケニア2名、マラウイ1名、ナイジェリア4名、ザンビア1名、ジンバブウェ1名です。
来日した学生の一人、上智大学のベンソンさんは「人生の夢でもあった、自動車エンジニアリングの研究が、JADSの支援によって実現できました」と、ついに来日できた感想を述べ、JADSのキャリア形成とアフリカ大陸の開発における意義を強調しました。またこの第二期では、初めて上智大学にJADSプログラムの奨学生が来日しました。
JADSプログラムに参加しているのは東京大学、九州大学、立命館アジア太平洋大学、上智大学のJADS奨学生で、日本の主要な大学で勉強する機会を与えられたことに感謝の意を表明し、このプログラムにより、世界で最も優れた高等教育にアクセスできる貴重な機会が与えられました。彼らは、修士課程での研究を行い、また民間セクターでの業務やネットワーク構築を通じて、広くアフリカ大陸の持続可能な発展を支援することを期待されています。
JADSプログラムは、AfDBと日本が2017年に開始した能力開発プロジェクトであり、2年間の奨学金を授与して、学部を卒業したアフリカの学生が大学院で学べるプログラムです（2年間の修士号プログラム）。AfDBと日本政府が達成しようとする包括的な目標は、アフリカ開発銀行の最優先分野High 5s（ハイ・ファイブズ）アジェンダ（「Feed Africa 食料増産」、「Light up Africaアフリカの電化」、「Industrialize Africa工業化」、「Integrate Africa地域統合」、「Improve the quality of life of the people of Africa 生活の質の向上」）と日本の主要な開発支援イニシアチブと一致しています。JADSの中心的な研究分野は、エネルギー、農業、保健、持続可能な環境、工学です。また、このプログラムは、日本とアフリカの大学間のコラボレーション、大学と産業界のパートナーシップの促進も目指しています。大学院の修了後、JADS奨学生は母国に戻り、新たに獲得した知識とスキルを活用し、国内およびアフリカ大陸での社会経済開発に貢献することが期待されています。詳細は下記ウェブサイトをご覧下さい。

June 2022 – The African Development Bank (AfDB) has announced the arrival of ten second cohort JADS scholarship students from across Africa to Japan between April and May 2022, and two third cohort students in May. The second cohort students who came to Japan this time had their visits postponed due to the impact of the new coronavirus epidemic from the end of 2019, and have been taking online classes in a remote environment. Due to the difficulty of actively participating in seminars and lab experiments with the time difference, their visit to Japan was planned several times but had to be postponed due to the declaration of a state of emergency in Japan and the outbreak of the new variants, and their visit to Japan has now been realised after the situation improved. The students who came to Japan for their second and third terms were from Ethiopia (1), Ghana (2), Kenya (2), Malawi (1), Nigeria (4), Zambia (1) and Zimbabwe (1).
One of the students, Mr. Benson of the Sophia University said ‘The JADS Program has enabled me fulfill my life-long dream of studying automobile engineering in Japan’ and emphasised the significance of JADS to career development and their contribution to development to the Continent.
The JADS scholars from the University of Tokyo, Kyushu University, Ritsumeikan Asia Pacific University and Sophia University who came to Japan this time expressed their gratitude for the opportunity to study at leading Japanese universities and stated that the programme provided them with a valuable opportunity to access some of the best higher education institutions in the world. They are expected to carry out their masters degree studies and also to support sustainable development on the African continent at large through their work and networking with the private sector. The third cohort of students have arrived in Japan in late May as well.
About the JADS Program The Japan Africa Dream Scholarship (JADS) Program is a capacity building project by the AfDB and Japan which was initiated in 2017 with the aim of providing two-year scholarship awards to highly achieving African graduate students to enable them to undergo post-graduate studies (i.e. a two-year Master’s degree program) in selected priority development areas on the continent and Japan. The overarching goal the AfDB and the Government of Japan seek to attain is to enhance skills and human resources development in Africa as stated in the African Development Bank’s High 5s agenda (i.e. “Feed Africa”, “Light up Africa”, “Industrialize Africa”, “Integrate Africa” and “Improve the quality of life of the people of Africa”) and key Japanese development assistance initiatives. JADS core areas of study focus include energy, agriculture, health, environmental sustainability, and engineering. The program also seeks to promote inter-university collaboration and university-industry partnerships between Japan and Africa. Upon completion of their studies, the JADS scholars are expected to return to their home countries to apply and disseminate their newly acquired knowledge and skills, contributing in national and intra-continental socio-economic development .
The International Development Centre of Japan (IDCJ) is partnering with the AfDB in the implementation of the JADS program in Japan, and the promotion of collaboration between JADS universities and Japanese private sector.
